Power light/no hot water
At 10 there may not be enough water moving through the shower to stop it going into over heat the shower will sense that and not allow power to go to the elements.
I am presuming that this is connected to the water mains?
Also I think you need to establish that when you turn the shower to full power and the light goes off that you still have power going to the shower.
If you have a faulty connection then often there will be enough power getting to the shower to light the neons but as soon as you try to draw more power the connection will fail and the light will go out.
