Shower works, but not at full power

Hi, The shower works, but every 5 or 10 seconds humms, almost like it is shorting out. All through, the pump does not fully engage and thus the shower is not at proper power. Nowithstanding, it does provide some power and definitely has a stronger flow than were it just the pressure of the water into the unit. There is no issue with water temperature. What is the fault?

It sounds like the motor is seizing or its impeller is damaged thus reducing the flow. A new motor may solve the problem.
