Water pouring out of the centre of the Gainsborough Valve Control Flow??

Whilst answering a call to a shower breakdown, it soon became apparent of what the problem is, there is water pouring out of the centre of the Gainsborough Valve Control Flow. Can you tell me if this part of the pressure relief device??

Will changing this part rectify the problem?

Yes it is the PRD and changing part 7 on the diagram and the cause, blocked hose and head, should solve the problem.
