Temperature control

When turned to lowest temperature setting the water is still too hot. How can I set the pins behind the cover plate to make the temperature more amenable

This sounds more like a cartridge problem, however the best thing to do is remove all the pins and try the valve without them, as long as you don't force anything you will not do any damage
