Low water temperature, tepid at best

We have 2no of these units, 1no is faulty almost since installation, although it was only used intermittently, the other unit was/is used at least 1-2 times daily. Both showers fails to produce hot water to a desired temperature, even when the selector is turned to max,(ie through "red button" safety. How is this possible? We have had 2no plumbers out to verify the hot water temp serving the shower is correct & adequate. (showers are installed approx 7yrs, intial unit faulty after a period of months, the 2nd unit now faulty after almost 7yrs

I would get the filters checked as they may have been clogged since the start.
