Flow regulator

Hi My shower is dripping and I understand that I'd need to replace the cartridge. But do I also need a ‘flow regulator’? What is the purpose of this? One more Q about the fiddly inner o ring, how would I know if this was sitting properly? Thanks for your help

The cartridge comes with flow regulators. These are used to limit the flow to the cartridge from the boiler to balance the hot and cold flows.
