o-ring/washer query

1. This is a blanking plate, correct...? 2. Is there just ONE black rubber 0-ring in the assembly as shown, or an O-ring with a black plastic washer beneath it? I ask because my own valve unit is leaking from the plug and, on examination, there is an O-ring *plus* a washer. I am wondering whether the washer should not be there because it might be preventing the plug from being fully closeable (even if by only a fraction of a mm)?

As far as I know there is no other washer. We do not have one in stock to check this , so I cannot confirm this , but I think that there is only the "O" ring.
