Fitting bracket assembly

How are these brackets fitted over the original pipe as this is a replacement as the old one snapped.

The chrome cover pulls forward this allows you in to the bracket retaining screws, when you release then this will allow you to release the brackets grip on the pole, you can then slip the bracket up or down as required.
