Valve stiff to turn on

I have an old version of the Java Thermostatic mixer with rising head. The valve has become very hard to turn on despite visits from the plumber. He has added lubricant but this has not worked so suspect we need to get the cartridge replaced. I have copied the component diagram that I have. Any help would be much appreciated.
