water temperature

I rent out my flat and my tenants are complaining that the shower water temperature runs from warm to hot but not cold!!

Any advise in solving this?



The make of shower is Omega bourght and installed in1999.

 See if you can get ahold of the cold pipe entering the shower and just make sure that the pipe isin fact cold, if it is cold then you are probably going to need a newcartridge.
