No flow after maintenance

My cartridge was leaking so I removed it for cleaning. After replacing it the flow won't turn on. I followed the instructions in red on the product page but I don't think the ceramic disc valve spindle fits into the recess at the back of the unit. Could the original installer have used some filler which came loose when I removed the cartridge? Photos attached. Thanks
