Too hot on High setting And Luke Warm on Medium

The shower is about 3 years old. when it is on High it is really hot, as in boiling hot, if i vary the flow control the temperature is the same until it is at setting 9 then it dribbles out and shuts off due to over heating. I keep it at medium and its luke warm water that comes out. i have good pressure of water going to the inlet and i checked the Filter before the solenoid which is clear.

it is a 9.5kw shower.

Forgetting about the temperature, turn the shower from fully hot to fully cold. At fully hot you should have not much more than a dribble coming from the hose, and on fully cold you should have a good strong flow. If you do not have this difference then you may have a faulty flow/stabilizer valve.
