Creda Spa shower

When this shower is first switched on the water is warm at low pressure. when the water is turned up the water stays cold even after adjustments from cold medium or high. the element resistance is ok at 18 ohms but no voltage on one set of heater terminals .Not stripped it down yet but suspect microswitch, what do you think

If there is no voltage then almost certainly a faulty micro switch.
