Can't get control valve to turn when I try to put cover back on took cover off to tile

It could be that the water control valve has jammed they have a tendency to do this.  

You need to replace this valve.

You may be able to put a large pair of grips on to the valve teeth and free it off, however this should be regarded as a short term measure, because for sure it will stick again and I can guarantee it will be at the most inconvenient time.
