You have a micro switch sticking in the on position this is keeping one of the elements energised all the time.

You may hear the water boiling inside the shower or water coming out of the shower head as the water heats up and expands.

You will have to trace the fault to the faulty switch and replace it.

In the mean time switch the shower on and off from the isolation switch, if you don’t do this you may cause premature failure of the Thermal Cut Out or one of the elements, in either case these parts can usually be replaced however by using the switch you should avoid wearing these part out.

Also using the isolation switch to switch the shower on and off should be regarded as a temporary measure as excessive use can ware this switch out.
