Rubber seal inside the housing

There is a rubber seal on the inside of the housing. Should this seal go all the way round as mine only seem to go from 9 o'clock to 3 o'clock . Is this seal available as a spare.?

The seal only goes from from 9 o'clock to 3 o'clock, and is not available as a spare.
