SL90 Scalemaster keeps cutting out

I have replaced solenoid valve (for the second time in about a year) and resistance is still good but the shower keeps cutting out (normally during the second morning shower). I have checked the thermal cut out switch for continuity (OK) and elements, which both have resistance of 10.5 ohms (a bit low but shower heats well). Bits of limescale do keep emerging (they are caught in the shower head which needs to be emptied periodically) and i suspect they may be freeing themselves from the elements and blocking the flow, somehow causing the solenoid to cut the flow. Is this a possibility or not and either way, what can I do about it? Do the elements need replacing?

The elements should be a couple of ohms difference, but I would suspect that lime scale is blocking the solenoid assembly even though the coil reads ok.
