On/off extremely tight -valve struggles to seat

I'm guessing the seal kit will only help if the valve is leaking?. The spindle is free to turn on mine but becomes very tight when trying to turn shower off ie close the valve . Do you think the valve is seat is too worn in which case I need a new cartridge ??

The seal kit contains the "O" ring that shuts off the water,
