Showerforce 912T won't turn off

Hi. I have read that a service kit or seal change should solve the stiff knob and leak problem, but when I remove the central screw behind the conceal cap to investigate I get a jet of water through the screwhole. Is this normal?

If the water is turned on then this is normal.

 

Also if it is turned off it can run for a little while the hose and head drains
