Water continues to flow unless power is turned off at mains isolater. Could this be solenoid or once again the phased sutdown PCB?

When you switch off the shower at the main isolator  and the water stops  running, unless there is a micro switch stuck in the on position it is more than likely that it is a faulty phased shut down PCB
