the shower thermostatic control is only hot or very hot,is this the thermostatic cartridge problem .

Yes could be a cartridge problem however they usually fail cold.

First I would check that the filters are clean.

This cartridge is used in lots of valves, you don't mention which valve you have. however if you have a valve that has inlet check valves make sure that they are not sticking.
