Trevi Bath/Shower Temperature Problem

Although both hot and cold flows work fine when tap turned to half pressure, when the water pressure is turned to max only cold water is produced. To get hot water again the tap has to be turned off and turned on again. The problem seems to be higher water pressure overrides the thermostat. Could this indicate a problem with the present thermostatic cartridge?

The shuttle inside the cartridge maybe sticking and if so a new cartridge maybe the answer.
