Can you first check that you are getting hot water to the valve.
If you can see if you can get a hold of the pipe that goes to the shower or even as it leaves the boiler if this is not hot then the problem is not with the cartridge, disregard the temperature of the water going to the taps as they have a different flow rate.
The other suggestion would be to remove the temperature knob and turn the cartridge to fully hot by using the splines (Taking care not to damage them) it could be something just as simple as not having refitted the knob in the correct position.
