V6 Shower valve - hard to close

We have two V6 Shower valves ( fitted about 13 years ago) and they are both very difficult to turn off - it actually is virtually impossible for a person without a strong grip.

Is this a common fault ?

What part do we need to replace - the whole valve to just one element ?

This part contains the area which shuts off the water, so replacing this should help.
