have replaced flow valve but still low pressure

First check that the valve coming into the house is fully open then check that the valve on the line to the shower is fully open if that doesn't solve the problem check with your local water authority that you have at least 1 bar pressure in your area (They may have the pressure turned down because they are working on the mains)

If all of this is Ok then it is likely that you need a new relay board ( this is probably not receiving the correct information from the flow valve.
