Water temperature is cold and pressure doesn't change

Water temperature is constantly cold and pressure doesn't change when adjusting from hot to cold. I have found that there is no continuity across the TCO but would this effect the pressure not changing? Or does this mean that the flow valve needs replacing as well? Thank you for any advice.

The fact that the TCO has no continuity is the reason for no heat.

From your description of the fault I would think that something has gone wrong with the flow valve or the temperature control on the bottom of the heating tank and the unit has overheated causing the TCO to cut out.
