Mira element too hot

My Mira element shower is too hot even at the lowest setting ...will changing the cartridge fix this problem or could there be another reason why it’s too hot ? It’s fed by a combi boiler and was controllable .the shower looks reasonably new however I’ve only lived here for 14 months so I’m unsure of the exact age.

Yes it is likely to be the cartridge, however there are filters in the inlets it is probably worth taking them out and making sure that they are clean
