Low Flow when Hot

Hi, my Mira 9.5 pressure dropped by about 1/2 when hot- it seemed logical that an element had gone, so I changed the heater- I was wrong, the old one was fine and so the fault remains. The other pressure from taps in the en-suite is strong and with the heater dial fully anti-clockwise (COLD) I have full power water pressure. When rotating the dial the water gets hot (and can go "too hot" when fully clockwise), but at usual temps the pressure is about half what it used to be. The low/mid/high buttons do make a difference, suggesting the switches are OK. Should I change the flow control? Or check something else? Cheers
