Motor slows then stops with burring noise

Have replaced brushes but next step is either to replace controller or motor. Would rather not replace both but is there a way to check which is at fault?

Depending on the state of the shaft of the motor , changing the brushes may only have delayed the inevitable changing of the motor.
There is no way to check the controller apart from replacing it.
