This question is regarding Mira Excel/Select Thermostatic Cartridge - 903.33

Mira Excel mixer very stiff

Rather than changing the cartridge for £97 could I change the seals for £4.16 instead?

If so, is it staightforward - any diagrams available?

The seals you rewfer to are all static seals and would have no effect on the stiffness of the controls. Afraid you have no option but to replace the cartridge. It can be ordered online by clicking on the link below.
