Leaking tank

There is a leak from the top of the heater tank. The top assembly is black and it looks as if it screws to the top of the tank. Does it just need to be tightened?

I have not known any of these to leak, however the top of the tank is secured to the body with a clip, so if it is leaking from there you will have to replace the complete tank.
