can this cartridge assembly (item 3 ) be reconditioned as water is slowly dripping from the valve shield, or is this just the shield o ring ? ( item 10)

I would suspect that an internal washer on the shaft of the cartridge is faulty, but there is no service kit for this, so a new cartridge maybe needed.
