Water won’t turn off
It does sound like it is the Flow Valve/Regulator that needs replaced, sounds like the valve has jammed open inside.

My only concern is that after I tested it by running the shower etc, when I then turned off the shower it sounded like the new flow regulator is powering down...this noise happens for about 5 seconds afterwards. I was just wondering if this is normal with this type of new flow regulator? Cheers

When you switch off the shower at the main isolator and the water stops running, then you have a faulty on/off switch or a faulty PCB or a micro switch that is sticking on.
