Mira PPT3 stays on when water turned off

It looks as though this may be to do with the float valves sticking. My problem is that the isolation valves were installed so that it is not possible to get a screwdriver in to turn them off on the inlet side. The float valves appear to be on the outlet side, so is there a way of cleaning the float valves without being able to turn off the isolation valves?

Un fortunately not, they need to come out to be cleaned and you need to remove the collars that retain them so it is necessary to turn the water off.
