Still no hot water!

No hot water on high or low setting of selector switch (see previous 2 questions on Mira Sport). Replaced thermal switch and now replaced pilot switch as you suggested - still no hot water! There is really only the heater left to replace isn't there? But how come I get 240 V between earth and the heater terminals and there is a small resistance ~13 ohms across both sets of terminal posts (suggests to me that the heater is in tact). Do you know how I can definitively test the heating elements. Have I overlooked something else that could be wrong? Don't want to folk out £80+ for new heater and find out still have no hot water!! Hope you can help.
