Still no hot water 2

Yes the tests were definitely done correctly. Both elements show a small resistance around 13 ohms each. Definitely have voltage at terminal posts. Any useful suggestions /explainations? Can I get a re-conditioned tank to try?

The readings from the elements on the tank should be different by 2-4 ohms. if they are the same then one of them is maybe faulty.
