Sport 9.0kW will not turn on.
I've checked continuity at various places - the on/off switch appears to be fine but there's no continuity over the thermal switch - should there be?
What else to check please?
Yes there should be continuity through the thermal switch.
However if the light is going out when you try to turn iton, you may have a faulty neutral in the isolating switch the connection willbe good enough to give you a reading but not when you try to draw power.
