it takes 15 seconds approx. with the water turning cold straight away to switch 0ff use to be with-in 5sec water unaffected

It's the flow valve that is starting to fail.

It may just one day not shut down, so until you replace the flow valve find out where the isolation valve is so you can turn it off if this happens.
