variable temperature

My shower has started to put out steam when first switched on then the temperature id iratic during the time in the shower going from very cold to hot, I have changed the setting and I was able to get a more steady even temperature, what could be the problem?

Turn the shower temperature control from fully cold to fully hot. When you do this slowly there should be a gradual change in temperature and flow. At fully hot you should have not much more than a dribble coming from the hose, and on fully cold you should have a good strong flow. If you do not have this difference, or the flow or temperature is erratic,  then you may have a faulty flow/stabilizer valve.
