Loss of pressure and reduced heat

My shower heats up on full heat setting but with insufficient pressure. Also full heat light will flicker on and off as temperature keeps changing. The shower used to be hot enough at 3or4 but now it needs to be above 6.

On the half and half setting there is no heat at all and it does not light up.

I've tried heater element and tested thermal cut out. Any ideas what the problem could be?

Forgetting about the temperature turn the shower from fully hot to fully cold at fully hot you should have not much more than a dribble coming from the hose and on fully cold you should have a good strong flow, if you do not have this difference then you may have a faulty flow/stabilizer  valve
