Water pulsing on high setting

On the cold and medium setting it seems okay, but when you switch to high setting it pulses constantly. Could this be a flow valve issue?

It maybe a flow valve issue or the , www.showerdoc.com/redring-thermal-cut-out-c-w-tabs-50-88-deg-c-93597836 is faulty and switching the power on and off.
