Hot water low pressure

I think the hot water pressure may be marginal as the pump turns on fine when shower set to cold but does not alway start first time when set to hot.

I need to turn shower control to cold to start pump then back to centre to get correct heat. is there anything I can adjust on the pump to make it less sensitive to the low hot water pressure?

The problem may not be with the pump, but maybe a blocked filter etc on the hot side of the shower.
