I would remove the shower from the wall and flush out both supply pipes also make sure that the volume of the water coming from each supply pipe is roughly similar.
Also check that the valve is fitted the correct way round
Hot to the left cold to the right as you are standing in the bath /shower looking at it.
The only other thing I can think off is a sticking check valve in one of the inlet elbows
