Because it is unnecessary to remove the handle.

I removed the hidden grub screw, but still cant remove the tap handle, this is just spinning ? Should it slip off or does it require any force?

It should just pull off but it can be sticky you may be able to get a couple of screwdrivers in behind it to leaver it off.

One of the other things you can try is a couple of kettles of boiling hot water over the handle this may expand it just enough to release the stiction
