Showerforce Victorian T cold water leak back

Victorian T mixer allows (pressure reduced mains) cold water to leak back through the hot water gravity feed to the tank, causing overflow. What part is likely to be causing leak back, thermostat & plastic piston or the main cartridge?

There should be check valves in the inlet elbows that stop the water passing from one side of the valve to the other (Part 30)

Perhaps one of these is stuck in the open position, also if the valve is working properly then this shouldn’t happen, so I would suggest a strip down clean and lube also fitting a service kit.
