Victorian-t stiff to operate

My Victorian-t has had the seals replaced to stop it dripping but it is still incredibly hard to turn on and off. Is any adjustment possible or is a new cartridge the answer?

It is possible that the cartridge could need replacedhowever when the seals were replaced was the main cartridge body striped andlubed?

 

Pay particular attention to the threads on parts 8 and 11
