sirrhus 1500 antique temperature / flow problem

I have serviced the shower valve by following the maintenance guide but still have a problem with the shower running too hot and when I back off the lever the flow reduces to just a trickle and the temperature remains too hot. I have checked the cold and hot flow from the elbows and there is no problem although I discovered that the plumber who installed it 11 years ago clearly opted to leave out the filters! We are in an especially hard water area and I presume this is why he did that. I am mystified, something seems to happen to the cold flow in the valve itself, could this be a thermostat problem? Is it possible to test the thermostat? I have tried adjusting the temperature adjust screw but it just does not make any difference. Any advice and help will be much appreciated as at present it is not useable

To test the stat you need a cup of hot and a cup of coldwater and a felt tip pen

 

Dip the brass part of the stat into the cold water for10secs then mark with the felt tip the steel pin as it comes out of the brass capsulenow dip it into the hot  cup the pinshould move out about 2 to 4mm dip it back in to the cold and it shouldretract.

 

If the capsule is working properly then check that thepiston is moving freely, if the piston is moving freely then check the assemblyof the valve because these are the only things that should affect the control ofthe temperature.
