Will this kit cure a 'sticky' valve?

My valve has become very stiff over the last cm or so of knob movement to turn the shower off, but doesn't leak at all. Will stripping it and fitting the new seal cure this? Has anyone else had the same problem and can confirm this will cure it? Also, is the normally hidden, larger, knurled part of the valve with a 'C' clip a temperature control?

Since this cartridge is now obsolete the only option is to replace the "O" rings in this set, www.showerdoc.com/sirrus-1600-series-valve-seal-service-kit-sk1600-1

The temperature is controlled by a thermostat and shuttle assembly behind the front cartridge.
