Shower running too hot - restricted cold water supply ?

when the shower starts up it runs at a constant temp (too hot) and does not fluctuate, until the hot water tank runs out of hot water then the temp changes - also said that the hot water tank (emmersion heat storage tank) is running out of it's hot water store too quickly (5 mins or so) so does look like only hot water supply and not cold is reaching the shower head. SO what parts do I need to replace - cartridge, thermostat or both ? Thanks.

You need to check that you are getting hot AND cold water to the shower body. If you are then you will need to check that the thermostat is working and that the shuttle is fine and well greased.
