This question is regarding Stuart Turner Monsoon 1.5 & 3.0 Bar Twin Pump Spares

stewart turner monsoon 3.0 bar twin pump

motor makes a humming noise but wont start, have removed and moved the propellors so they are not seized. no sign of any blockage ? could this be pcb board ?

I think that the capacitor may be faulty
